SHOW TABLES

on the SQL side. There's increasing pressure to migrate all runner, partition, partitionset things to rust. These PRs have been sneaking up on this, but I think there's possibly a big chore here that we will need to work together on. For now, I would like to get this SHOW statement in along with its pre-req PR #4005. https://github.com/Eventual-Inc/Daft/pull/4011
