<@U071FMQUR7W> PR to <https://github.com/Eventual-Inc/Daft/pull/4005|create in-memory scans from arrow array>s. It took a second .. wanted to see how far we could go with this, but ultimately still depend on python because the runners' pset cache.

I would like to migrate all DataFrame internal `_from_` methods to use the <https://github.com/Eventual-Inc/Daft/pull/3554|rust entities introduced for the native runner>. It _should_ be possible now since this new PR. Then once runners are migrated, we can remove a _lot_ of python code.
